Legal, Regulations and Human Resources Directorate

The Legal Department provides legal advice to both the institution and its departments and represents the Romanian Naval Authority in court.
Its mission is to advise and represent the institution and in performing those tasks, to ensure that the law is observed, thereby contributing to upholding the rule of law.

Human Resources Department (HR) is responsible for strategically managing employees within the Romanian Naval Authority. HR is responsible for maintaining a company's personnel, employee relation, a good working environment and professional working culture.
Its mission is to manage the employee working life cycle (recruiting, hiring, onboarding, training, performance management, administering benefits, compensation, firing) and setting the labor policy within the organization. RNA is proud to having attracted through is HR policy, dedicated, professional and hardworking personnel.

Legislative Harmonization Office is responsible for monitoring the European and International legislative system in the shipping field and therefore is involved in the identification of the obligations incumbent on the Romanian state from these acts as well as drafting relevant legal proposals.

Legislative Harmonization Office has as main task:

·Compliance of the national legislative system with the European and international ones, including transposition and implementation of the European and international legislation in the field national legislation regarding the naval transports.

·Monitoring the acts adopted within the international organizations in the field of maritime transport to which Romania is member (IMO, ILO, CEE / UN, Danube Commission) and harmonies the national legislation field regarding the shipping transport with these requirements.

 
European Affairs and International Relations Office has as main task the promotion and enhancement of the cooperation at international, European and regional level, for the continuous development of transports sector.
European Affairs and International Relations Office is responsible for:
     • Cooperation, initiation and maintenance of international relations with homologous institutions in the shipping sector and participation at international events relevant to RNA`s activity, as well as activities related to technical cooperation provided by EMSA and IMO.
    • monitoring the activity and evolution of international maritime and inland waterways organizations, namely: International Maritime Organization (IMO), the European Maritime Safety Agency (EMSA), the United Nations Economic Commission for EUROPE (UNECE), the International Labor Organization (ILO), Danube Commission, IHMA, etc. as well as the regional agreements - the Paris Memorandum of Understanding on Port State Control (Paris MOU), the Memorandum of Understanding on Black Sea Port State Control (BSMOU), Black Sea Commission, etc.


Main Affiliations and achievments:
• RNA sustained since 2005 the full membership of Constanta Harbour Master to The International Harbour Masters' Association – IHMA and has became a full member of the Paris Memorandum of Understanding on Port State Control - Paris MoU starting with 10 May 2007.
• RNA assures since 2007 the representation of the Romanian Government in the Administrative Board of
the European Maritime Safety Agency – EMSA and actively participates  to all the activities developed by the European Commission in the field of maritime or inland waterways transport.
• RNA is one of the six signatory maritime authorities of the Black Sea Memorandum on Port State Control – BS MoU which was concluded in 2002 between the Black Sea riparian countries and fulfills the obligations of Romania coming form the Black Sea Search and Rescue Convention - BS SAR signed in 1998 , also known as the Ankara Convention, and from the Convention on the Protection of the Black Sea against Pollution - BS PP  signed in 1992, also known as the Bucharest Convention.
• Participation in various committees under EU coordination (MARPOL, SOLAS, FAL, SAR, AFS, CSC72, COLREG, STCW)
• Participation at the IMO`s committees such as (MEPC, MSC, LEG, FAL);
RNA has successfully organized the following international events.

• The 9th meeting of the Port State Control Committee In The Black Sea Region – BS MoU PSCC09, 2008

• MO Sub-Regional seminar for the safe handling of CTUs and implementation of the IMDG Code, June 2009
